I took six sigma systems as wanting to understand the systems that must be in place to successfully implement six sigma.
We believe that is Strategy, People and Processes. The executives have responsibility for the strategy and implementation plans must include people development as well as process improvement. Every cycle of improvement must include some of both.
Champions and Master Black Belts can be part of that system depending upon the size of the organization. Someone has to be concerned about the system changes or you can in large organizations have multiple projects impacting the same system and with conflicting objectives.
