Yes. For easy understanding I can say Sis Sigma is super Total Quality Management (TQM). May be. It is the best quality system today. However, some expert say it different from TQM in some principle and detail.

I think of six sigma as a major part of any managment system. To say it is complete itself I think is a stretch. While many of the tools can be used I have seen it used to develop the entire management strategy including finance etc. It continues to grow so maybe that is just my limited thinking.
There are frequently many system changes that occur as a result of six sigma. Some one has to be concerned about the impact of changing systems. It is easy in large organizations for a single project to indicate a change in a system one way and another project to indicate a change in another. This is the problem if a special cause issue is treated with a common cause solution.
Systems must improve and people must be developed for each improvement cycle.
