Another dimension to consider in project selection is the difficulty of the project. This has to be tempered with experience and capability of the Black Belt assigned to the project. 

Projects that are too easy will be viewed as a waste of resources. (Killing the ant with a Bomb).

Projects that are too difficult take a long time to complete. The organization will want to see results from Six Sigma Plus and if it takes too long, will become convinced that there is nothing of value here. Also the Project Team can become discouraged. 
These more difficult issues are best held for later until the organization and the Black Belts have had some experiences and successes.
